Which Category of Teachers Will Finally be Principals for JSS Schools beginning next year? .This is the big question that was asked by Yatta MP Robert Basil who wanted the Ministry of Education to elaborate on the process of appointment of Junior Secondary School jss principals starting next year.
The concern was raised following the education review team’s directive that Junior Secondary Schools should be domiciled in primary schools across the country.
For the above reason, Basil wanted the the Cabinet Secretary to
“explain the criteria applicable for the deployment of principals in Junior Secondary Schools”
At the same time, the member of Parliament also wanted the education review team to come out clear about the status of teachers who have been serving in acting positions.
Basil enquired
“When will the teachers who have served as principals or deputies in acting capacities beyond the statutory six months be substantively appointed in those positions?”
Some details indicate that the primary school headteachers have officially been issued with deployment letters to act as junior secondary school Principals.
TSC is said to have issued these letters through the Sub County Directors to the school heads which makes their management mandate official.
While issuing these letters, the commission did not look at the headteachers qualification one was issued with deployment letters provided he/she had junior secondary domiciled at the school.
As of now whether junior secondary will have other administrators soon it is still a puzzle.
Following the newly the published and released guideline Provisions by the ministry, current primary school head teachers will still act as the principal for the junior secondary category.
In addition, the ministry of education explained that the management of JSS is under the headship of current primary school heads for a transition period strictly one year.
The management of jss will be involve current boards of management of primary schools will constitute special sub-committees
According to the ministry, Sub-Committees will be given a mandate to open JSS bank accounts for tuition capitation, another account for operational capital funds and infrastructure grants after an introduction letter from the subcounty director of education.
Also, the junior secondary schools-those with both primary and junior secondary shall adopt the name of the primary school in which they are domiciled.
For effective management of school resources, education ministry directs that there will be two separate bank accounts for JSS and primary school sections.
TSC Minimum Requirements for one to teacher under jss
For teachers who are handling jss classes, the teachers employer has made sure that they have the following minimum Qualifications:
- minimum of a Diploma in Education with a minimum of C+ at KCSE (or it’s equivalent) with C+ in two teaching subjects currently being offered in the school curriculum (either under 8-4-4 or CBC) or two (2) principles and one (1) subsidiary pass at “A” Level.
- Teacher with minimum of C (plain) at KCSE (or its equivalent) and have undertaken a Diploma in Education together with a Bachelor Degree in Education qualify.
- Are teachers with degree certificate must be Bachelor of Education. Bachelor of Education (Primary Option) holders are not eligible.
