The Higher Education Loans Board (HELB) has announced on Thursday July 16th, that non-beneficiaries will not be charged for issuance of the Compliance Certificate.
According to the HELB officials, the certificate will now be issued free die to the foregoing issues that have been raises by the public.
“Given the foregoing issues raised by Kenyans, HELB has stopped charging Kshs. 1,000 for issuance of the Compliance Certificate with effect from 15th July 2020. The HELB Compliance Certificates will now be free of charge and can be accessed from the HELB Website www.helb.co.ke as well as the E-Citizen Portal,” stated Charles Ringera who is HELB CEO.
In the Previous years, HELB been issuing compliance certificates to non-beneficiaries of student loans at a fee of Kshs. 1,000 to defray the cost of the certificate and other administrative expenses.
However, through various stakeholder engagements where HELB sought feedback on Citizen Service Delivery, the charges for non-loanee compliance certificate was perceived to be punitive, especially to the many unemployed youth who did not benefit from the student loans.
According to chapter VI on Leadership and Integrity of the Constitution of Kenya, 2010 requires all persons applying for public jobs to present specific compliance certificates as part of the interview process. HELB is one of the listed institutions from which interviewees seek compliance certificates.
The move by the board to stop charges for issuance of certificate of non-beneficiaries is so welcomed, however, students who benefited from the loan will continue to pay for this certificate.
